NYC Care
NYC Care is a health care access program that guarantees low-cost and no-cost services to New Yorkers who do not qualify for or cannot afford health insurance. How much patients need to pay depends on the patient’s income level. Undocumented immigrants can apply to NYC care by calling them or going to an NYC Care location. All NYC Care services are provided through NYC Health + Hospitals. So, you can not use your NYC Care card in your local private physician office because it is a program and not an insurance. This is only available to those living in NYC and not everyone in the state of New York

Support Services for housing, food, and nutrition help
Eligibility: NYC residents who do not qualify for or cannot afford health insurance.
Do not currently have an insurance plan (This can be tax form, letter of supports, or other income proof)
Needs to provide income and identification proof
Child Health Plus B
New York State Child Health Plus program, which is a health insurance plan for children under 19 who don't qualify for Medicaid, essentially providing low-cost or free healthcare coverage depending on family income
Eligibility: Children under 19 years old who are New York State residents and do not qualify for Medicaid.
Services: Includes hospital visits, emergency care, lab tests, prescription drugs, dental, vision, and more
Prenatal Care Assistance Program
Healthcare provider program designed to provide low-income pregnant women with access to affordable or free prenatal medical care
Services: Routine checkups, lab tests, specialist consultations, and delivery services
Eligibility: Typically based on income level, falling below a certain percentage of the federal poverty line.
Emergency Medicaid
Emergency Medicaid (EM) is a program that provides medical coverage for uninsured individuals who have experienced a medical emergency. It's available to people who don't qualify for Medicaid due to their immigration status.
Services: Medical care and services for serious health issues that require immediate medical attention. Conditions like heart attacks, severe pain, and labor and delivery
Expanded Medicaid
Undocumented immigrants 65 and older who meet income and other eligibility requirements can now enroll in Medicaid. Under this new policy, current Emergency Medicaid recipients will be automatically transitioned to the new insurance and receive detailed instructions to choose a Medicaid Managed Care plan.
Services: critical preventive and primary care benefits such as routine doctor visits, screenings, lab tests, wellness services, prescription drugs, and more.
Eligibility: You must live in New York. You must be 65 years old or older. You can have:
An income at or below $20,121 for one person, or an income at or below $27,214 for a household of two
Resources at or below $30,182 for one person, or resources at or below $40,821 for a household of two
Essential Plan Expansion
In April 2024, New York expanded its Basic Health Program, known as the Essential Plan, to include Deferred Action for Childhood Arrivals (DACA) recipients, allowing approximately 12,000 individuals to transition from Medicaid to this plan.
